Operational Charter

Pilot Charter

Evaluation of the Retrieval Protocol Moat. Establishing success and kill thresholds for quality, performance, cost, and reliability.

Objective

Convene cross-functional stakeholders to select a single defensible moat candidate for the pilot. Document thresholds and record validation from Product and Research leads.

Decision

Adopt a retrieval protocol with design-around resistance (schema-stable, adversarially robust retrieval and response contract) as the single moat candidate for the pilot.

Rationale: Locks in defensible differentiation by coupling protocol semantics to provenance, content hashing, and adversarial robustness.

Thresholds for Success

Dimension Success Threshold Kill Threshold
Quality ≥ +7.5 pp improvement < +3 pp improvement
Performance p95 ≤ 850 ms p95 ≥ 1100 ms
Cost ≤ $0.045 per request ≥ $0.06 per request
Reliability 99.5%+ success rate < 99.0% success rate

Stakeholder Validation
